Welcome to Quality Care Resource & Referral (QCR&R) Services Inc. QCR&R is a 501 c(3) non-profit, providing a full range of child care resource and referral services for Cumberland and Salem counties. QCR&R’s Child Care Resource and Referral program, formerly under the administration of Tri-County Community Action Partnership, has been providing child care services in the community for nearly 20 years.
